That module is only a serial to Ethernet gateway, it's main function is communication to PC for data acquisition or programming. It is NOT designed to talk to a QJ71E71. It's set up by writing the IP address, subnet mask, and default gateway along with the text string 'ENET' to certain registers in the PLC.
