For any Mitsubishi manuals go to www.meau.com In Automation/PLC/F section look for FX Programming Manual II and also make search for FX1S-20MT. I could not read the text in the attached pdf, just the ladder symbols.

The PLSR commands are the ones which are creating pulse outputs for the servo. The servo encoder is using high speed counter C251. The manual number you want to search at www.meau.com (or here in Downloads) is JY992D88101. That is the programming manual for the FX1S/FX1N/FX2N/FX2NC.
