Start and stop a program with only one input

Hi everybody I'm new here. Can someone please help me? I have a normal single phase traffic light that works fine but, i need it to start and stop with only one input? Any ideas?

Why not use the Run input from the parameters

Here is a simple flip - flop ladder. The reset is optional so one input sets the output high the second time the input goes high it the output shuts off.
