Synchronized Control with Encoder as Master Axis

This attached pic I got from Omron motion control manual. I am trying to wrap my head around it.

Does it mean that the slave servo axis is gonna follow master encoder axis using GearIn FB??

If so, then Can we executive Move FB on encoder axis?

No you can't execute a move on an encoder axis.  An encoder is moved physically.

Gear can use a servo or encoder, real or virtual as its source.  If the source is an encoder, you don't control it, you do whatever makes the encoder move.
