PLC's and MQTTS

I am looking for an inexpensive PLC to receive a signal or two from sensors, build a MQTT packet and send it to AWS. AWS only allows encrypted packets so it needs to support MQTTS. This is also known as an IOT gateway. I have sound a solution for a gateway that costs $750 - $950 each. I am now looking to reduce the cost. 

 

Does anybody have any recommendations?
