New user - seem to be locked out of adding a new row (rung)

I am a new user.  Was creating a new ladder program when I got down to about where I wanted to add a 4 rung.  Seems like insert row is grayed out?  Hints on some strange mode I am in?

Which software are you using ?? Probably you're in monitor mode.

I am guessing GX Developer. Try pressing F2

or if you saved your project in monitoring mode 

Tools -? option -> Don't write to PLC (top right)

Thanks.  I am using gxworks2.  I will have a look when I get in to the office this morning.
