flashing backup LED means the system could not switch. 

Check SD1642

Did you try settting SM1762 and resetting the system

I had tried set SM1762 and reset the system using reset dip switch. The error H1B50 is still coming. 

I checked the SD1642, it is showing the failure of network module. I suspect the RJ71LP21-25 error that causes the problem. We are still doing FAT in the office and haven't link optic fiber to RJ71LP21-25 yet. But the system diagnostic is showing the error at the RJ71C24-C4 slot (I/O No.: 0080).

I think this could be the problem

 

9) In the redundant extension base configuration, the module extension parameter used by the module on the extension base unit must be stored in the intelligent function module. If the parameter is stored in the CPU module, an error occurs when the module is turned on or the module status is switched from STOP to RUN.
Before writing the module extension parameter to the intelligent function module, set the CPU module to redundant mode.
