CX Programmer does not support multiple languages on a single installation. MS Windows will. It is a tedious process, but you can export the gibberish to a text file (or csv), then use a translation site like Google.

It's been a long time since I've done any translation of this type. There may be easier methods, but I'll explain what you are seeing at least.

CX Programmer is reading Chinese Hex encoding and interpreting it as English ASCII. Therefore you may read something like this:  éå§

Convert these gibberish characters to Hexadecimal. E9 96 8B E5 A7 8B

Now convert them back using the proper Chinese encoding. (開始). There are several so it will be trial and error until you determine the correct encoding.

In Google Translate, "開始" = "Begin". NOTE:  I did this example with the word "Start". There is interpretation to deal with as well.

Alternatively, you could try and get a Chinese version of CX Programmer. CX Programmer does not support switching languages. Maybe try to contact a Chinese forum member with a Chinese version of CX Programmer to export the comments for you.
