SIL or Safety Integrity Level as per IEC 61508 applies to safety devices while Q series CPUs are standard or non-safety controllers. The trend is to bring safety functionality to PLCs and many PLC vendors have done so already. My understanding is that Mitsubishi safety platform is in workings and will be based on Q-series.
